Q: What is the outlook for reducing the deficit in the new Congress?

A: I don’t see anything in what’s happening now that would give me reason to think that they’re going to seriously address the deficit. You have the Republicans proposing larger and larger tax cuts—[House Ways and Means Chairman Kevin] Brady scrapped his original $52 billion proposal and came up with an $80 billion proposal. And Democrats who were elected in the House have some pretty ambitious plans for Medicare and education and jobs and infrastructure, and it’s not clear to me that they are going to adhere to the old pay-go principle.
