Three key steps to be taken to avoid disaster, according to Shaw: passing a Fiscal 2018 budget resolution, completing the 12 appropriations bills and lifting the debt ceiling.

Robert L. Bixby, executive director of The Concord Coalition, expressed concern over the backlog of tasks Congress is facing.

"There is a real chance we could have an ugly crash -- and Republicans don't have President Obama to blame anymore. They run the federal government," he said.
