Economist Diane Lim Rogers of the deficit watchdog Concord Coalition says it's time for the government to start thinking about how to gracefully withdraw its economic lifelines. "We are in recovery. We just need to get to a place where we show signs that we have a plan to pay our bills," Rogers says. "And that is a concern right now — that we don't have a plan."
