Robert L. Bixby, executive director of The Concord Coalition, believes it is likely that a spending package will be agreed upon soon. "This should not be a big deal,” he said. “I don't see any groundswell for a shutdown. If a shutdown occurs, the debate will be whether the blame should fall to President Trump or the Republican majority in Congress. Needless to say, Republicans don't want to have that debate."
Where Bixby saw a potential challenge was the Fiscal 2018 budget and the debt ceiling. "Republicans are going to have problems successfully doing the basics of governing this year, like passing spending bills and increasing the debt ceiling, let alone the really complicated things like health care and tax reform," he said.
