Budget experts agree not having a budget resolution complicates the appropriations process, but they point out the government has managed to get by in previous years without one.

"It's not the end of the world, but it is certainly a best practice to have a budget resolution," said Robert Bixby, executive director of the Concord Coalition, a nonpartisan fiscal watchdog.
