In dire financial circumstances, the government should spend money that is used in a timely way and is targeted and temporary, and extending benefits meets those tests, said Diane Lim Rogers, the coalition's chief economist.

"When you tend to give assistance to people who need it, it tends to get spent right away," she said. "Those people who are out of work have the highest propensity to use money that is given to them."
